sType is a VkStructureType value identifying this structure.
pNext is NULL or a pointer to a structure extending this structure.
format is the VkFormat of the descriptor.
addressRange is a VkDeviceAddressRangeEXT defining the range of data backing the descriptor.

If texelBufferAlignment is not enabled, addressRange.address and addressRange.size must be aligned to minTexelBufferOffsetAlignment
